Does everyone need their own copy of the game?

Yes, every player needs their own Euro Truck Simulator 2 on Steam. The server does not include the game itself.

In Convoy mode they find the server in the list by name. You can password-protect the server so only your group joins.

Does everyone need the same DLC and mods?

Map DLC and mods must match for all players, otherwise they cannot connect to the server.
