Can I add plugins to the server?

Yes, a Rust server supports modding and plugins. Adjust the rules, add events or tools for your admins.

They either find the server in the in-game server list, or press F1 in the game and type client.connect followed by the address and port from the panel into the console.

How do wipe cycles work?

You set the wipe yourself to fit your community, for example weekly, fortnightly or monthly. Wipe cycle management is in the panel.
